Rich results can be more noticeable. Structured data does not raise click-through rate on its own. Intent, rank, SERP layout and whether the rich result is shown all sit in between.
What does Google say about interaction?
That rich results may encourage users to interact. That is the wording. It is not a promise that adding schema raises CTR for every type, every query, or every page whose markup never becomes a rich result.
What do the case figures measure?
Rotten Tomatoes: 25 percent higher CTR on pages enhanced with structured data versus pages without. Food Network: 35 percent more visits after enabling search features on 80 percent of pages. Those are comparisons of enhanced pages with unenhanced pages, or before-and-after once features were enabled. They do not isolate markup from the display.
What is this based on?
Because CTR is an outcome of the SERP the user saw, not a property of the JSON-LD file. Without the display, the case figures do not apply. With the display, other variables still sit in between.
